I think it's an extortion plot.  I envision it this way:

Simone & Co submit to the WTC a stack of forms for new elements -- quad wolf turn on beam;  quad wolf turn on floor, wolf turn on high bar.  Also in the stack: an appeal for a 6.8 score for the Yurchenko Double Pike.  

Optionally include a cover letter (perhaps consisting of letters cut from "International Gymnast" or the COP) spelling out:  "Hand over the 6.8 or the balance beam gets it."

Do you really think it's an accident that she mentioned the quad wolf turn in the same presser as wanting Tom to help them appeal the YDP score?
